Rules of Sims Heaven
Just before a Sim is to pass on we save a current copy of that sim to be moved to this world
Once placed into this world each sim is aged to the Young Adult/Adult life stage depending of if they are Human or Animal
Sims in this world will life forever
Once a sim has "passed on" they will live forever in this world and anybody may then choose to request a child from and of the simpets.
